The 'Programa Paisano' began in 1989 when
leaders of the Mexican community living in the United States of America sought to help reteurnees to Mexico.
The leaders of social organizations, businessmen, politicians and religious figures based in the US demanded that the people returning from the US, often with large sums of money, or high-value goods. They often fell prey to criminal activity and corrupt officials.
Thus, Mexico's Federal Government finally came to the aid of
the returnees.
The 'Programa Paisano' was the result of a proposal by the aforementioned groups to
create a mechanism with which to control official personnel and others,
to offer help and safe transit to the returning Mexicans. This has drastically reduced returnees from mistreatment, extortion and theft alongside a reduction in corruption levels.
The program is run by the 'Comisión Intersecretarial'
(Intersecretarial Commission) in conjunction with 15 secretariat and two bodies
from the Federal Executive, along with three offices of the Federal
Police.
