With investment in this airport amounting to over 600 million pesos, by the Federal Government, the airport was enlarged and modernised between 2004 and 2006. As a result, the flow of passengers increased from 100,000 in 2004 to 170,000 in 2005; during the first six months of 2006 passenger numbers reached 568,000.

As of Sept. 7th, 2005, the AIT has been operated by 'Administradora Mexiquense del Aeropuerto Internacional de Toluca S.A. de C.V. (AMAIT),' which is made up of three partners: OHL Toluca (49%), the local State Government (26%) and Aeropuertos y Servicios Auxiliares (ASA), which holds the remaining 26% stake.

The airport currently has two terminals, Terminal 1 manages all the international flights and Terminal 2 all the domestic movement. In the near future, there will be a further terminal, the T3; along with the other two terminals, the total area of the terminal infrastructure will cover 28,000 m2, thus increasing the passenger capacity to around 6.6 million by the end of 2011.

Furthermore, the parking facilities are to be increased. Nowadays there are three different parking lots, one with a capacity for 500 vehicles and two with 350 parking spaces each. In the near future, a new parking facility will be inaugurated and will offer spaces for a total of 2,036 vehicles.
